The Comedy Panel

Thirteen comedy consultants, drawn from sixty years of British absurdist tradition. Their names are their own business. Their opinions are the company's business. They review every game, ratify every vocabulary word, and consult on all significant creative decisions. The Bureau would not function without them. They are aware of this. Some of them are insufferable about it.

Contributed: all nine ratified vocabulary words, Bureau NPC voice, auth system voice
Brand, Design & Communications
Harriet Vale
Director of Communications

Eleanor Marsh
Web Design Lead
Previously: Penguin Books digital editorial, The Economist digital team. Specialises in typographic precision and content-first layout. Described this brief as "the most interesting I've seen in five years." Mrs Henderson sent her a welcome note.
Contributed: site architecture review, all typography standards, iOS mobile fixes, game strip specification
The Testing Panel

Eleven testers representing the genuine intended audience — children, parents, grandparents, hardcore gamers, casual players, accessibility specialists, and one player who has yet to find a bug the studio had noticed first. Their findings have directly shaped every game the studio has shipped.

Theo, 13, UK
Hardcore Gamer · Standards Enforcer
No patience for slow tutorials. Wants challenge and comedy in equal measure. Confirmed Parish and Bureau realms are "mechanically identical — the tonal reskin is not an easier game."
Chloe, 16, Australia
Story Player · Screenshot Curator
Switch player. Loves character. Said she would "absolutely screenshot and share" the Parish starter descriptions. She was right.
Marcus, 28, USA
Post-Work Gamer · Systems Thinker
45-minute sessions after work. Confirmed the setup flow order. "Not having to pick opponents before I've picked my piece is the right order."
Yuki, 24, Japan
RPG Specialist · Depth Tester
High tolerance for complexity. Confirmed all eight mechanical roles across both realms. "The Peacock is the Confused Whale. Same mechanical outcome, different dignity."
Sophie, 38, France
Parent Tester · Clarity Guardian
Parent of two. Confirmed "Village Mood" over "Global Confusion" for the Parish realm. "A village has a mood. An office has confusion. These are different things." Now canonical.
Dan, 45, New Zealand
Accessibility Lead
Lapsed gamer returning. Loves Monkey Island. Established that every Bureau-voice label must have a standard accessible counterpart. This is non-negotiable.
Priya, 52, UK
Non-Gamer Perspective
Wordle, Civ. Sharp political mind. Confirmed the Village Mood terminology: "I know what a village mood is. I have been in several."
Kenji, 58, Japan
Bug Finder · Systems Auditor
Reads every tooltip. Has found four structural bugs before the studio noticed any of them. He has not been wrong yet. His concerns are treated as confirmed issues until disproved.
Eleanor, 68, UK
Retired Teacher · Puzzle Lover
Brand new to gaming. No time pressure. Loves puzzles. Confirmed the slower movement speed in Parish realm. Wants to beat Mrs Henderson directly. This has been noted as a feature.
Bob, 72, USA
Grandfather Tester · Emotional Core
Plays with granddaughter Lily. Established the single most reliable design test in the studio: "Does this feel like somewhere I know?" His answer about the Parish map was yes. The duck pond is staying.
Jamie, 19, UK
Social Player · Stream-Aware
University student. Plays games socially. Confirmed the stepping stones and bunting as the Parish map's screenshot moments. Asked about stepping-stone audio. It's on the list.
The Parish

Eight characters who live in the village and have opinions about everything. They appear in the Bureau of Civilisational Assessment games and in the daily observations on this website. The Bureau considers them colleagues. Mrs Henderson considers them her business.

Mrs Henderson
She Knows
Risk-averse. Meticulous. Documents everything. Has a copy of everything. Was here before any of this started. Holds the company to the standard of someone who notices, files, and will eventually mention it.
Appears: The Matter of the Misorientious Cube (top rank) · Bureau of Civilisational Assessment (starter NPC) · This website (daily)
The Reverend
Well-Meaning
Cautiously optimistic about everything. Available since Tuesday. Outcomes variable. His optimism has not always proved warranted. He remains cautiously optimistic.
Appears: Bureau of Civilisational Assessment (free core NPC) · This website (noon–2pm)
Colonel Humphrey
Retired
Systematic. Has a laminated card for every situation. Never deviates from protocol. The protocol is comprehensive. Some situations have never required the card. He considers this a sound investment.
Appears: Bureau of Civilisational Assessment (free core NPC) · This website (2–5pm)
Norman the Verger
Since Always
Never buys anything. Has won twice. Says almost nothing. Was here before the current hour. Will be here after. Everything is noted silently.
Appears: Bureau of Civilisational Assessment (extended pack) · This website (midnight–6am)
Deidre
Horticultural Champion
Obsessive documentation. Cross-references against previous years. Has conclusions she is not yet ready to share. The process is ongoing.
Appears: Bureau of Civilisational Assessment (extended pack) · This website (9am–noon)
Chairwoman Beatrice
In Charge
Procedural chaos behind a calm exterior. Everything is referred. Everything is in hand. Nothing is resolved. She considers this progress. She is not wrong.
Appears: Bureau of Civilisational Assessment (extended pack) · This website (5–7pm)
Auntie Vivienne
Between Marriages
Speaks only in reported speech. Has strong feelings about the evening. "Darling, obviously." Always in reported speech. Always.
Appears: Bureau of Civilisational Assessment (extended pack) · This website (7–10pm)
Councillor Derek
Motion Pending
Governs by self-administered vote. The results are always three to something. The something is never specified. He considers the process democratic.
Appears: Bureau of Civilisational Assessment (extended pack) · This website (10pm–midnight)

The Bureau is grateful to all of the above. Gratitude has been noted. The note is on file. Mrs Henderson has a copy.
